Local Emergency Planning Committee
LEPC Mission Statement
The mission of the Ontario County Local Emergency Planning Committee is to promote safety and health in the community through the promotion of hazardous materials awareness and by supporting local planning and response efforts. The LEPC shall encourage cooperative partnerships between the community and industry, and help develop and sponsor educational and training programs relative to hazardous materials preparedness.
Who We Are
Local Emergency Planning Committees were created under provisions of the Emergency
Planning and Community Right-To-Know (EPCRA) Act of 1986, also known as Title III of the
Superfund Amendments and Reauthorization Act (SARA). EPCRA is a federal hazardous materials law which outlines the planning requirements for hazardous materials emergencies in local communities.
The Ontario County LEPC consists of representatives from the community, local government, and Ontario County industries. The principle duty of the LEPC is continued development and annual review of the Hazardous Material Emergency Response Plan for the county and its included municipalities.
In order to effectively carry out the LEPC’s mission, we are actively seeking additional participation of people like you to provide accurate and timely information about the hazardous materials in your community and workplace. Please take the time to consider how important your role can be in this emergency planning process.

Persons interested in becoming members of the Ontario County LEPC are encouraged to become active attendees of bi-monthly meetings and subcommittees. LEPC meetings are usually held on the fourth Tuesday of every other month (January, March, May, July, September, and November) unless otherwise scheduled by a majority of the membership.
Membership terms run for two years and reapplication must be made by staff to continue membership. You will be asked if you desire to continue your membership.
LEPC members are not required to have an alternative member from their organization but we do recommend that each member designate an alternate to assure meeting representation from each organization. Pre-designated member alternates may vote in the absence of the primary member.
Requests for membership are taken from prospective members at any time during the year. The process of membership includes consideration and a formal motion of nomination at an LEPC meeting, and approval by the State Emergency Response Commission (SERC) at its next meeting following the LEPC meeting.
Members should come from the local area and should be familiar with factors that affect public safety, the environment, and the economy of the community. The Environmental Protection Agency offers the philosophy behind LEPC’s “... members represent the community and they should be familiar with factors that affect public safety, the environment, and the economy of the community. That expertise will be essential as the LEPC develops a plan tailored to the needs of its planning district.”
The following representatives shall be included, where possible:
