NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, that the County of Ontario will receive sealed bids for the Honeoye Lake
Wastewater Treatment Plant Improvements (B20000). Such sealed bids must be filed with the Ontario
County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 3:00 PM
prevailing time on Wednesday, March 17, 2021 at which time said bids will be publicly opened and read via
WebEx meeting – Meeting Number (Access Code): 179 149 1333, Meeting Password: B20000.
There will be a pre-bid meeting held on _Monday, March 1, 2021 at 11:00 AM via WebEx meeting – Meeting
Number (Access Code):179 374 1042, Meeting Password: B20000. All interested parties are strongly urged to
attend.
Separate sealed Bids will be received for the following:
Contract No. 1 – General
Contract No. 2 – Electrical
Contract No. 3 – HVAC

Paper copies of the Bidding Documents must be obtained from Dataflow (www.godataflow.com).
Prospective bidders must register as a planholder and obtain a hard copy and/or electronic copy of the Bidding
Documents with Dataflow in order to submit a bid.

No response will be given to questions received less than 10 days before the Bid opening date.
Bidders shall review and acknowledge all Addenda on the Bid Form.
A Bid must be accompanied by Bid security made payable to the County of Ontario in an amount of 5 percent
of Bidder’s maximum Bid price and in the form of a certified check or Bid Bond (on the form included in the
Bidding Documents) issued by a surety meeting the requirements of paragraphs 5.01 and 5.02 of the General
Conditions. A Contractor furnishing a certified check as bid surety must include with it a letter from a bonding
company indicating their intent to furnish the bonds required under contract.
If, upon acceptance of a Bid, a Bidder fails to enter into a Contract with the County of Ontario, the bid security
shall be forfeited to and become the property of the County.
No Bidder may withdraw its Bid within 45 days after the date of the Bid opening. The successful Bidder must
furnish a 100% Performance Bond and a 100% Payment Bond with a surety company satisfactory to the County
of Ontario and conforming to the prerequisite requirements of Article 5 of the General Conditions on the forms

included in the Bidding Documents, and the bonds shall be satisfactory to the County Board and the County
Attorney.
The County of Ontario reserves the right to waive any informalities or irregularities in the Bids received, or to
reject any or all Bids without explanation.
Bidders are required to certify, under penalty of perjury, that Bids have been prepared without collusion with
other Bidders, subcontractors, suppliers, etc. This certification is included with the Bid Form and each Bidder
must sign in the space provided.
Note: The County of Ontario shall not be held responsible for the completeness or accuracy of any bid documents
received by a bidder that were not directly issued to that bidder by the Ontario County Purchasing Department
or Dataflow.
Any bidder submitting a bid based on incomplete or inaccurate information resulting from documentation
received from any third party shall not have cause for relief from award or completion of a contract in accordance
with the official documents on file with the Ontario County Purchasing Department.
The County does not offer or supply anyone the list of people that have obtained a copy of these bid specifications
or cost estimates for the project prior to the opening of the bid. NO EXCEPTIONS ARE MADE TO THIS
POLICY.
