Ontario County is requesting Expressions of Interest (EOI) to select an engineering firm from Region 4 LDSA list to provide design phase services for the above referenced locally administered federal aid project. We anticipate design phases to be completed in FFY 2019-2020 with construction in 2021. Disadvantaged Business Enterprise (DBE) participation on consultant services contract shall be in accordance with Chapter 6 of the latest Procedures for Locally Administered Federal-Aid Projects Manual.
P.I.N. 4ON004 County Road (CR) 46 & Smith Road Intersection Improvement: Existing intersection is 4-leg unsignalized intersection of a County Road and a local road located in the Town of Hopewell. CR 46 (collector) is major through approach running east-west direction. Smith Road (local road) is minor stop controlled approach running north-south direction that crosses CR 46 at approximately 90-degrees.
Safety benefit evaluation completed using NYSDOT TE-164 & TE-204 methodology for period 1/1/13 to 2/28/18; intersection accident experience is considered significant. In addition, an accident rate analysis was completed for same study period; accident rate calculated to be 1.38 ACC/MEV; approximately 5-times NYS average accident rate for a facility of this type. Total of 16 accidents were documented during study period; 13 of 16 accidents were right-angle or left-turn type with one (1) resulting in a fatality and three (3) resulting in injury.
